DiNapoli urges shoppers to ask questions about gift cards

ALBANY, N.Y. (AP) - State Comptroller Thomas DiNapoli is urging shoppers to ask questions about gift cards before purchasing them.
He says gift cards can come with terms and conditions that decrease the card's value over time. This can include a service fee when the card is purchased, a dormancy fee if the card isn't used within a certain period of time and replacement fees for lost or stolen cards.
