ALBANY, N.Y. -- Both the state Senate and the Assembly have passed a plan to institute a parking permit system in downtown Albany.

The plan gives downtown residents a permit to park on city streets near their homes. It's a victory for residents who have long complained that they've had to compete with state workers for parking spots. Those state workers may now have to use a parking garage or public transportation.

The Public Employees Federation said it's disappointed that lawmakers passed the plan, saying it could be bad for both workers and businesses in the area.

PEF released a statement saying, "We are calling on Governor Paterson to veto this legislation and work with city leaders on creating new parking availability, which is long overdue."
