ALBANY, N.Y. -- "It breaks my heart," said Albany Common Councilman Ron Bailey.

Bailey has seen this before: a shooting in Albany. Only this time, it happened less than 24 hours after the council unanimously confirmed Steven Krokoff as the city's new police chief.

"I saw some blood. That was it. Guy was on the ground with a towel around his head, someone trying to save his life," said Albany resident Robert Brown.

Police say a young man was shot in the head around four in the afternoon while standing in front of a home at 412 Orange Street. It's not clear if the victim lives there, but witnesses tell police gunfire appeared to come from a passing vehicle. Broken glass on the pavement is believed to be the remnants of the bullet's exit

"We are looking at possibly a Honda, a maroon Honda. With a rear window on the driver's side that was shot out. Those are the only details that we have right now," said Albany Public Safety spokesman Jimmy Miller.

The victim was conscious when transported to Albany Medical Center. No updates on his condition were immediately available.

Though it appears the 10 months of goodwill Krokoff built up as acting chief, getting credit for revamping the force's approach to community policing, is paying dividends in this investigation.

"People are sharing with the police what they know and what they've seen. Majority of the time people come into an area like this, people say 'I didn't see anything, I don't know anything,'" said Bailey.

Police are talking to residents up and down Orange Street hoping for any information that leads to an arrest in this case: A violent start to the Steven Krokoff era.
