FULTONVILLE, N.Y. -- "It can be tea-colored, it could be orange, light coffee-colored," said Fultonville resident Linda Denton, as she described the water that sometimes flows from her faucets.

Mayor Robert Headwell blames the aging water system for the discoloration.

"The pipes have stuff built up inside them," he said, "and all those little particles break off."

Like iron and sulfur.

"It's ruined clothing, ruined our fixtures, our tub," said Denton.

Denton said this has been a problem since she moved to Fultonville back in 2005. The water had been brown and mucky, so they decided to take matters into their own hands and bought their own water filtration system. It costs them $600 a year to maintain.

"Plus pay your quarterly water sewer bill that averages about $150 every three months," she said.

Headwell's main concern is money, too. He says it'll cost $1.2 million to upgrade the whole water system. The village's yearly budget is only $500,000.

"I would be asking residents to write three checks of whatever they pay in taxes, to write two more checks in that same amount," he said.

Denton said she'd rather spend money to fix the problem for good, not just make due.

"We buy cases of bottled water for cooking and drinking," she said.

But before the village raises taxes, Headwell wants another go at a state grant that they were denied last year.

"Hopefully next fall, it'll be approved," he said. "If not, we'll have to make a decision then."

Denton's done putting it off.

"If we can all benefit in the end and pay it all now - why not? Why not?" she asked.
