ALBANY COUNTY, N.Y. -- Albany County Legislators will decide whether to create a county wide database for pawned items, secondhand goods, and precious metals for sale on Monday night. Local law "F" would require business owners to report each purchase or exchange, including a description of the items and the customer's information into the network database.
County law enforcement would have access to it, and if any item was found to be stolen, it would be returned to it's rightful owner. Business owners against the law said they are already being ethical in their exchanges. They argue the proposal would come at too much of a cost, with the switch from paper to digital records, in addition to the extended hold on their items as they wait for officials to review the products. If approved, the law would go into effect 90 days after passing it.
