Fugitive arrested in Troy
TROY, N.Y. -- A convicted sex offender on the run since 2010 has been arrested in Troy.
Troy Police say they were contacted by police from Virginia Beach saying a fugitive was possibly living on Congress Street. During surveillance, Troy police officers say they saw the suspect, Nicholas Capps, leaving the house with three children. They followed him and later arrested him.
Capps was wanted for violation of probation regarding a sexual assault and failure to register as a sex offender. He’s being held in Troy, pending arraignment as a fugitive of justice.
