TROY, N.Y. -- A good Samaritan rescued three very wet kittens that were found abandoned inside a laundry basket Tuesday morning.

According to police, the soaked and shivering kittens were found in the area of Ida Street and Third Street in Troy.

The woman who drove the kittens to the police department told them a plastic garbage bag was draped over the basket, but it didn't shield the kittens from the rain at all.

Troy's police captain says this doesn't justify the actions.

"There is no excuse. The Humane Society is there with open arms to take in these strays and unwanted pets. We have concerns. Animal cruelty is often an indicator of potential criminal conduct as a subject moves on into a criminal career," said Troy Police Captain John Cooney.

All three kittens are being treated at the Mohawk Hudson Humane Society Shelter in Menands. They are being treated for fleas, dehydration and malnourishment. Once in good health, they will be ready for adoption.
