HUDSON VALLEY -- Superstorm Sandy lead to a wave of school closures last week, as districts dealt with power outages, damaged buildings, and more. Even as kids return to class, many concerns remain.

The most important concern is how all of the unexpected costs will be paid for. We spoke with New York State School Boards Association Director Tim Kremer, who said hard hit areas need to receive FEMA funding now so kids in the Hudson Valley can get back to school.

"They need to begin making repairs now. You want to hire a contractor to do this work, this contractor wants to be assured that he or she is going to get paid. In fact, they may want to get paid sooner rather than later, and they may not be able to wait for you to borrow money, for you to wait on federal funding, for you to wait on insurance payment," said Kremer. "So, what we're hoping for is that there is this legislative authority that can only be granted soon, that would allow us to do some of the things I'm talking about."

Senator Chuck Schumer said FEMA shouldn't have any trouble paying for aid, considering it has $7 billion in its reserves for disaster relief.
