NEWBURGH, N.Y. -- A man was arrested twice in one week after police say he broke into cars in the city of Newburgh.
Police say on Monday, Ricardo Torres, 37, was caught trying to break into a car near the Newburgh Free Library with a crow bar. Torres was charged with possession of burglar's tools and possession of a controlled substance, and was released.
