ALBANY, N.Y. -- Many parking signs around Albany now have a red line reading "resident with permit exempt.” But people waiting until last minute to get those permits were out of luck at City Hall on Monday. The building was closed due to a water main break.

The good news is that although the new parking plan goes into effect Tuesday, those in violation won't be fined for the first 30 days.
