New Troy chief sworn in amid controversy

TROY, N.Y. -- John Tedesco becomes the Collar City's fourth police chief in the past three decades, replacing retired Chief Nicholas Kaiser.

Tedesco hasn't even been on the job one full day and already he's dealing with the first major crisis of his administration.

Wednesday night, Troy PBA president Robert Fitzgerald accused Tedesco and Mayor Harry Tutunjian of shutting down the city's so-called "SOS" special narcotics unit because it was investigating city employees for drug use.

Tedesco announced plans earlier Wednesday to pair-down some police specialty units in an effort to put more officers out on patrol and ultimately cut down on over-time pay.

Both the new chief and the mayor denied having any knowledge of a drug investigation, and the war of words continued after Thursday's ceremony.

"The investigation is far and wide known throughout the City of Troy, including the people who are involved in the investigation," said Officer Fitzgerald. "In fact the deputy mayor is the one who informed me about the current investigation."

"What allows a police officer to come out and a public meeting and acknowledge a potential investigation that may be taking place -- unbeknownst to me -- that, in my opinion, flies in the face of law enforcement," asked Mayor Tutunjian.

One thing all three men agree on, Chief Tedesco plans to contact the US attorneys office or the FBI to investigate the alleged drug use among city employees. But both the mayor and the new chief are also looking into whether they will take disciplinary action against Fitzgerald.

Despite the controversy, Tedesco plans to move forward with his restructuring of the Troy Police Department as early as next week.
