ALBANY, N.Y. -- The importance of this project can't be understated. We have been waiting so long for this project to get started. Now that Genting New York has cleared the State Lottery Division, the project is one step closer to becoming reality. But before construction on the VLT's can begin, the leadership in the legislature has to agree with the Lottery Division's findings.

“The importance of this project can't be understated. We have been waiting so long for this project to get started,” said

This is the fifth time the process has started and stalled over the last decade and those involved are weary of the possible risks. NYRA released a cautiously optimistic statement, saying they're "encouraged" by the Lottery Divisions decision, and hope they can move forward. But the men making the decision have been harder to pin down.

“We’re going to take a look at the report of the State Lottery Division and we'll act accordingly,”

Senate Conference Leader John Sampson has said he's also reviewing the decision-- but it's not like they had much choice. This time around, Genting New York was the only company that qualified for the bid a fact some legislators aren't crazy about.

“I am disappointed that the state is put in a terrible bargaining posture when we only have one vendor to approve.”

Adams heads up the Senate's Racing and Wagering Committee, and has seen more than a few of these deals fall apart- which is why he says he wants to get the ball rolling.

“The vendors, the horse breeders, the people of this state have been asking me, when are we going to get a shovel in the ground, and if this means we can get a shovel in the ground, I support that.”

Moving forward is what Senator Adabbo says the people that live near the Aqueduct Race Course in his district desperately want to see.

“We've taken many steps backwards, and here in Albany we want to break that tradition and go forward with this.”

One person who has already committed to supporting the plan is Governor Paterson. So the final decision now goes to Speaker Silver and technically to Malcolm Smith because he is the Senate President. But Smith has recused himself from making a final decision - and left it up to Senator Sampson.
