Jennings calls for end of capital punishment

ALBANY, N.Y. -- Mayor Jerry Jennings wants to put an end to what he calls "capital punishment." He says Albany is treated unfairly by the state.

In a meeting held at City Hall Thursday, Jennings argued that Albany gets short changed when it comes to dollars from the state. He says the state capital is home to a large number of tax-exempt government buildings.

"We suffer because of large amount of tax exempt properties. We receive eight percent state aid, 30 percent from property taxes and we're 60 percent exempt. But 40 percent of the people in the city are responsible for the taxes and this has to change," Jennings said.

Jennings went on to say the city should receive a capital city stipend to compensate for added expenses.
