SCHENECTADY, N.Y. -- Schenectady Mayor Brian Stratton announced his plan for pension reform in the Electric City just a week after he came under fire for allegedly helping the fire chief pad his pension.

It's a 10 point plan that immediately freezes overtime pay for administrative managers, including public safety personnel. It also places an immediate and indefinite halt on all future retirement payouts pending review by the comptroller's office.

Fire Chief Robert Farstad was recently allowed to work overtime to allow him to reduce his anticipated retirement. Stratton claims he was saving the city $160,000 by doing this. However, city council members said they were not aware of this. They say Stratton's deal was unacceptable given the current budget deficit.

There will now be an inventory of all overtime payments made without the legislative approval of the city council. Stratton says he might look into capping overtime in future police and fire contracts.
