ALBANY COUNTY, N.Y. -- After sending it back for a review over a month ago, the much-debated pawn shop law passed a second time in Albany County.

According to the president of the Albany County Dealers Association, Jason Pierce, the vote passed with a 20 to 14 vote in the county legislature.

The law will require pawn shops to create an electronic registry of all the items a store receives as a means of recovering stolen goods that may be pawned.

Pierce says he's disappointed with the decision because of the burden it places on business owners. Supporters of the measure say it's a way for police to track down any potential stolen goods.

There's no word yet if Albany County Executive Dan McCoy will veto it for a second time.
