TROY, N.Y. -- The Troy City Council is expected to vote Thursday night on Mayor Lou Rosamilia's city budget plan for 2013.

The $65.9 million plan calls for a two percent tax increase and does not include service cuts or layoffs. Rosamilia's spending plan is a 1.7 percent increase from last year. The average homeowner can expect to see their tax bill rise by about $32 dollars.

The city has also made changes to its prescription and medicare plans to combat rising healthcare costs. Rosamilia said that will save more than $800,000 per year for the city.

Thursday night's vote will take place at 6:30 pm at City Hall.
