WATERVLIET, N.Y. -- Watervliet Mayor Mike Manning outlined his vision for 2013 in his sixth state of the city address.

Manning says making Watervliet energy-efficient is top priority. The city installed solar panels on city buildings and has added light sensors to save electricity.

The much-debated Saint Patrick's Church was also discussed. Manning says the plan to knock the building down to make way to future development is still underway.

Manning said, "The developer continues to go through the necessary steps and procedures to apply for permits. Asbestos abatement is the first permit and then subsequent demolition permits."

Developer Nigro has expressed an interest in developing the site into a Price Chopper shopping complex. The group "Citizens for Saint Patrick’s" is protesting the plan. They want the building preserved, as a historic landmark.
