ORANGE COUNTY, N.Y. -- Orange County Executive Ed Diana has vetoed the 2013 budget proposed by the county legislature.

After reviewing the proposed changes, Diana says the 8.5 percent tax increase is unacceptable.

The area has been devastated by two major storms in the past two years and Diana added that already struggling residents can't handle the additional financial burden.

This is only the second time Diana has exercised his right to veto.
